Indiana residents: Contact us for IRP registration for IRP plates / Apportioned plates and Apportioned registration. You will need an IRP plate or an Apportioned plate to cross state lines if you are a Private Commercial Carrier, or For-Hire hauling non-exempt products, or a Carrier hauling Exempt Commodities. If you are a Carrier, you will need a USDOT number. You may need to register for IFTA fuel tax and for UCR - Unified Carrier Registration. The vehicle types listed below are required to be registered with an Indiana IRP plate / Indiana IRP plates / an Apportioned plate / Apportioned plates to cross state lines. 

  • Semi tractor and trailer combination weighing 26,001-lbs or more
  • Straight truck towing a trailer with combined weights of 26,001-lbs or more
  • Straight truck weighing 26,001-lbs or more
  • Straight truck with 3-axles pulling a trailer with the combined weights of 26,000-lbs or under
  • Straight truck with 3-axles weighing 26,000-lbs or under
  • Straight truck, or straight truck pulling a trailer with a loaded weight, or with combined loaded weights of 26,000-lbs or under, picking up and delivering a load inside another state (other than Indiana) without entering or leaving the state with the load. This is an intra-state transaction!

Residency Requirements:   Truck owners are required to be residents of Indiana and Companies are required to be based in Indiana.

Operational Requirements: Truck owners fall into one or two of the following categories:

  • Registrant - where the truck or trucks are leased to a trucking company with MC Authority
  • For-Hire Carrier - where the truck owner or trucking company has it's own MC Authority
  • Exempt For-Hire Carrier - where the truck owner or company hauls Exempt Commodities exclusevly
  • Private Carrier - where the truck owner or company hauls commodities belonging to that owner or company without compensation

Title Requirements:   Indiana requires the vehicles owned by the applicant or company to be titled in Indiana. If the truck is a leased truck from a leasing company, the title will belong to the leasing company and can be from any state. A Power-of-Attorney from the leasing company to the individual or company leasing the truck or tractor is required as well as a copy of the lease agreement. If you are buyng a tractor and are For-Hire, you will need an Indiana sales-tax-exempt number to avoid paying the 7% sales tax. We can get a sales tax number and do the title transfer for you.  If you are a Private Carrier, including farmers with farm-plated trucks or semi-tractors, the sales tax will have to be paid on the vehicle when you transfer the title at the license branch.

USDOT Number Requirements: The truck owner or company crossing state lines with an IRP-plate on the truck or semi-tractor will be required to register for a USDOT number. The exception is a truck owner leasing to a trucking company as a Registrant, the trucking company being leased on to is the Carrier. Registrants are not required to have a USDOT number. Carriers crossing state lines with trucks that have IRP plates are required to have USDOT numbers.

Fuel Tax Requirements: Trucks crossing state lines are required to be issued IFTA fuel tax decals and an IFTA cab-card (the cab-card can be a photo-copy). If the trucks are leased to a trucking company, IFTA credentials can be issued by that company. However, some trucking companies require the Registrant being leased to them provide their own IFTA credentials, IFTA stickers and cab-card. Quarterly fuel tax reporting is required. Call us for information or to register for the IFTA fuel tax.

2290 Federal Highway Use Tax:  All commercial vehicles plated at 55,000-lbs or higher are required to submit 2290 Federal Highway Use Tax filings with the IRS. This includes farmers with vehicles traveling more than 7,500 miles within any tax year, or with vehicles traveling under 7,500 miles each tax year. Farm-plated trucks traveling 7,500 miles or less in any tax year qualify to be tax-exempt, but the 2290 form still has to be filed with the IRS. Commercial vehicles can have their 2290 filed with the tax-exempt status if traveling 5,000-miles or less within any tax year. The tax year runs from July 1 in one year to June 30 the following year. 2290 Federal Highway Use Tax filings have to be made with an EIN / Federal Identification Number. Call us to apply for an EIN / Federal Identification Number and to process and file your 2290 Federal Highway use Tax form.

Prior license plate registration with IRP plates, Apportioned plates or BMV license plate registration:   An applicant who previous had an IRP plate, Apportioned plate or BMV license plate on their truck needs to have a copy of the registration or cab-card when applying for IRP registration / Apportioned registration.  The state needs to know how the truck was previously registered and plated to determine if actual mileages are required or First Year Estimated Mileages can be used in the application process.

Limited Liability Company (LLC), Limited Partnership (LP) or Corporation:  If you are going to set up the IRP registration in an LLC, LP or Corporate name, this company name will first have to be registered with the Indiana Secretaty of State and a Federal Identifiation Number (EIN) applied for. If the LLC, LP or Corporation was established this year, we will have to set up a link between the company and the company 'owner'. If the company was established before this year, the state will need to verify state taxes were filed for the years the company has been in existence.

A farmer crossing state lines with a truck with a Gross Vehicle Weight Rating (GVWR) of 10,001-lbs or more, or with a truck pulling a trailer or semi-tractor and trailer with Gross Combined Weight Ratings (GCWR) of 10,001-lbs or more is required to register for a USDOT number. Crossing state lines also requires registering for UCR - Unified Carrier Registration. If the truck, truck and trailer or tractor and trailer weigh 26,001-lbs or more, the truck or semi-tractor is required to be registered with a USDOT number, Unified Carrier Registration and IFTA fuel tax. The truck can still be plated with a farm plate as long as the farmer continues to transport only products belonging to the farm and being used exclusevly for farm operations. Hauling the remodeled 1929 John Deere tractor to a show does not constitute exclusive farm-use operations of the old tractor, and the farm plate on the truck or semi-tractor is no longer valid. You will need to have an IRP license plate, register for IFTA fuel tax and for UCR - Unified Carrier Registration to haul this old beauty across state lines. If you are caught in Illinois hauling this old tractor with your farm-plated truck or semi-tractor, you could be subject to a fine based on having no legitimate plate to travel in Illinois. This could result in a fine of a few thousand dollars. If the farmer hauls Exempt Commodities, such as grain, on a For-Hire basis across state lines, he will need IRP registration, IFTA registration and filing the UCR. If the items or commodities being hauled across state lines are not exempt, MC authority will also be required.  Call us if you need assistance for any of the above requirements.

Out-of State person or Company moving to Indiana and requiring Indiana IRP plates / Apportioned plates:

  • An individual applying for a plate must live in Indiana and provide documents showing residency, have an Indiana CDL license and an Indiana title on the truck or semi-tractor. The IRP office will ask for past state income tax filings showing taxes have been filed. For IRP registration, the applicant needs to have valid MC authority, a copy of the 2290, register for IFTA and pay the UCR fee. If the applicant hauls exempt commodities, a 2290 and USDOT number are required, register for IFTA and cover the UCR fee. If the applicant is leasing his tractor to a trucking company, the company will provide IFTA stickers and a cab-card and cover the UCR fee. If the trucking company requires the truck owner to register for IFTA credentials, the applicant will need to do this.  The applicant will need to show the 2290 has been filed with the IRS. If the applicant is a Private Carrier hauling his own commodities, the applicant must be an Indiana resident, have an Indiana CDL, have filed state taxes for the previous 3 years, have an Indiana title on the vehicle being plated, filed the current year's 2290, will need to register for Indiana IFTA fuel tax and file the Unified Carrier Registration, or UCR.   • Applicant is a Single Member of a Limited Liablity Company (LLC) or Single Officer in a Corporation:  The single member of the LLC or single officer in the Corporation must live in Indiana, have an Indiana CDL and have filed personal state income taxes and LLC or Corporate state income taxes over the past 3 years. If the LLC or Corporation has been in existence for less than 3 years, tax filings must have been made for the time the LLC or Corporation has been in existence.  For Indiana IRP registration, the applicant needs to have valid MC Authority, a copy of the 2290, register for IFTA and pay the UCR fee. If the applicant is leasing the tractor to a trucking company, the company will provide IFTA stickers and a cab-card as well as cover the UCR fee. If the trucking company requires the owner to register for IFTA and get IFTA stickers, the applicant can do this. The applicant will need to show the 2290 has been filed with the IRS. If the company is a Private Carrier hauling it's own commodities, the applicant must be an Indiana resident with an Indiana CDL, have filed state taxes with the state or states of residency for the last 3 years for both the applicant and for the company. If the company has been in existence for less than 3 years, state taxes must have been filed for the years of existence. The vehicle must be titled in Indiana with a current 2290 filed with the IRS. The applicant needs to apply for Indiana IFTA and file the current year's UCR.  Call us
  • Application as a Multi-Member Limited Liability Company (LLC), Limited Partnership (LP), or as a Corporation with two or more officers: The LLC, LP or Corporation will need to show it is occupying a commercial office or a commercial building with a lease and landline phone hookup in the company name. Registration as an LLC, LP or Corporation with the Secretary of State needs to be done. Updates with the IRS, USDOT, FMCSA and with the BOC-3 will need to be done if the Carrier is For-Hire, and with the IRS and USDOT if the Carrier is Private. We can do updates. For Apportioned registration with IRP Indianapolis for Indiana IRP plates, MC Authority and a copy of the 2290 are required. We can register the company for IFTA and file for Unified Carrier Registration. If the company is Private or hauling Exempt Commodities, this needs to show on the MCS-150 as MC Authority is not required. The 2290 needs to have been filed and we can register for both IFTA and UCR.  Call us.

Out of state company remaining in it's home state but setting up an Indiana office or terminal and register at IRP Indianapolis for an Indiana IRP plate or IRP plates / Apportioned Registration with Apportioned plates:

  • Application as a Single Member of a Limited Liability Company (LLC) or as a Single Officer in a Corporation: The LLC or Corporation will need to show it is occupying a commercial office or commercial building in Indiana with a valid lease and a landline phone hookup in the company name. Registration must be done as a Foreign LLC or Corporation with the Indiana Secretary of State. An EIN / Federal Identification Number will be required for the registration. For Indiana IRP registration with IRP Indianapolis, the company has to have active MC Authority, a copy of the current 2290, active and current IFTA credentials with it's home state and is current with UCR filings. The company may opt for Indiana IFTA registration if desired. As a Private Carrier or as a Carrier hauling exempt Commodities exclusively, this needs to show on the MCS-150 as MC Authority is not required. Indiana titles will not be issued as the company is based in another state. Contact us to register the company as a Foreign LLC or Foreign Corporation doing business in Indiana and to process Apportioned registration for Apportioned plates / Indiana IRP plates. We can do IFTA and UCR registrations and a 2290 filing if required.

For Indiana IRP registration with IRP Indianapolis, the company needs to have active MC Authority, current filings of the 2290, current IFTA credentials with the company's home state and is current with the Unified Carrier Registration (UCR) filings. The company may register for Indiana IFTA fuel tax if prefered. As a Private Carrier or as a Carrier hauling Exempt Commodities exclusively, this needs to be registered on the MCS-150 as MC Authority is not required. Indiana titles on company-owned vehicles will not be issued as the company is based in another state.
