Exempt from ICC / MC Authority


  • Exempt from Authority Requirements to Cross State Lines  When you haul loads 'For Hire' (getting paid to haul loads that do not belong to you), some of these loads are considered 'Exempt'from Interstate ICC Authority / MC Authority.   Exempt loads consist mainly of grain, livestock and logs. There are also other loads that are considered Exempt.  You are not required to have Federal Operating Authority (ICC Authority / MC Authority) to cross state lines with these exempt loads.
  • Need a USDOT Number  If your loaded truck, or truck and trailer weigh 10,000-lbs. or less, and you haul exempt loads, you are not required to register for a USDOT number.  If your loaded truck, or truck and trailer weigh 10,001-lbs or more and you cross state lines with exempt loads, you are required to register for a USDOT number.  We can help you with that registration process.
  • Insurance Requirements  If your loaded truck, or loaded truck and trailer (or tractor and trailer) weigh 10,000-lbs or more you are required to carry a minimum of $750,000 in personal injury and property damage liability insurance.  If the truck loaded weight, or combined truck and trailer loaded weights are under 10,000-lbs, you are required to carry a minimum of $300,000 in liability insurance.
  • Proof of Liability Insurance  If you do not have ICC Authority / MC Authority and you haul exempt loads across state lines, some states require you to register proof of liability insurance with your home state and the states you will be hauling loads into.  Other states do not require this proof of liability insurance.  When you first register your DOT information with your state and you claim to be a 'Carrier' (not leased to anyone), you will be asked to complete the MCS-150A.  Once you have done this, you will be contacted by your friendly State Police, Motor Carrier Section for a Safety Audit.  At the Safety Audit, one of the things you will be asked to provide is proof of liability insurance.
  • IRP / Apportioned License Plate  and  IFTA Fuel Tax  If your truck, or truck and trailer, or tractor and trailer combination is plated at 26,001-lbs. or above and you cross state lines with loads, you are required to register with your state for IFTA fuel taxes and an IRP license plate / Apportioned license plate
